About This Program

Delivered jointly by UIBE's School of International Education and the State University of New York (SUNY) system under a commissioned-training agreement, this program follows a 2+2 model. Students complete two years of commissioned training at UIBE — with overseas university enrollment registered upon admission — before transferring to a SUNY institution, one of Cornell's four statutory colleges, or partner universities such as UBC, U of Toronto, or SFU to complete the final two years and earn an overseas bachelor's degree. The program admits 60 students annually, open to high school graduates and students who have completed the huikao after year 11.

The University of International Business and Economics (UIBE) is a national key university directly affiliated with the Ministry of Education of China and among the first Project 211 institutions. Located in Chaoyang District, Beijing, UIBE hosts a graduate school and 17 colleges offering 55 undergraduate majors, with over 17,000 students — including 8,900 undergraduates, 6,300 graduate students, and 2,200 international students — giving it one of the highest proportions of international students among mainland Chinese universities. Both classes and accommodation are based at the UIBE main campus (10 Huixin East Street, Chaoyang District, Beijing). Students receive a campus card with access to libraries, sports facilities, and dining.

There is no major restriction at admission. During the overseas phase, students may choose among business, arts, engineering, and other directions. Medicine and law are not supported under this program.
Students are enrolled at UIBE under commissioned-training status and simultaneously registered with the overseas partner university at admission. Domestic credits are mutually recognized, easing the subsequent transfer.
Graduates receive a bachelor's degree from the overseas partner university and may apply for credential evaluation through China's Chinese Service Center for Scholarly Exchange (CSCSE) according to the prevailing policy. Official CSCSE review determines the final outcome.
For fields such as information technology, big data, nuclear physics, and biopharmaceuticals that face heightened visa scrutiny, the two-year domestic phase gives students time to reassess target country and major before transferring.
The 2025 enrollment plan is 60 students, subject to capacity.
